Float is empty, if that's what you mean?

Peter,
I think what Clem was referring to is the float height.
Have you verified that?
You must also make sure that their is no way the float can jam up or hook on the side when the car is angled. This can be possible due to age and wear.

Yes Bruin Beer. Exactly that. If the needle and seat is okay and the pump is not producing excessive pressure (or it is regulated as Peter has done) then the next logical enquiry is whether there is a float related problem.

This seems to be exactly what was happening (float or needle and seat sticking).

Float level was correct though, and it is very difficult to determine whether the float could be catching on the side of the bowl as you can't see how it lines up with the bowl.

On Sunday I spent some time fine-tuning various elements of the system (I re-profiled the arm that pushes the needle to push it more vertically, I carefully straightened the float's mounting arms to hopefully centre it in the float chamber and I reduced the amount by which it can droop so that it never bottoms out), but it remains to be seen how well the modifications have worked, as it was only acting up on step inclines, and even then only sometimes.

If another indication is saught as to how severe the problem really was, I put in R1 000's worth of juice on Saturday morning on my way there. I have now done 173km, and will not be able to do another 100km with the remaining fuel...
